Generates a new return label for an announced return that has not
been posted yet and emails it to send_documents_to_email (unless
send_email is false), for
example because the QR code on the earlier label stopped working
(about two weeks after it was created). The address is used for this
label only and does not replace the return's own
send_documents_to_email. The documents are generated
asynchronously.
